When is a property an HMO?
A property is typically an HMO if at least three people from more than one household live there and share facilities (bathroom, kitchen). Some smaller HMOs (e.g. three people in two households) are "mandatory" HMOs for licensing; others may be "additional" if the council has extended licensing.
