What activities need a licence?

Licensable activities under the Licensing Act 2003 typically include: selling or supplying alcohol, providing regulated entertainment (e.g. live music, recorded music, dance, theatre), and providing late-night refreshment (hot food or drink after 11pm). Some small-scale activities have exemptions or are covered by temporary event notices (TENs). The council’s licensing team can advise on your specific event.

Temporary event notices (TENs)

For small, one-off events (e.g. a village hall bar, a birthday party with a band), you may be able to give a temporary event notice instead of applying for a full premises licence. TENs have limits on the number of people, the number of times per year per premises, and how far in advance you must give the notice. Check the council’s licensing pages and GOV.UK for the current rules and limits.

Premises and event premises licences

Venues that regularly sell alcohol or put on entertainment usually hold a premises licence. If you're hiring a venue, check that their licence covers your event (times, activities). If you're holding an event on land or in a place that doesn’t have a licence, you may need a TEN or a full application. Apply through Swindon Borough Council; allow time for the process and any objections.

Other permissions

Your event might also need planning permission, street trading consent, or permission from the landowner. For selling from a stall at an event, see street trading rules in Swindon. For listing your event on the site, see Submit an event.
